European Union – Republic of Moldova Mobility Partnership

The Join Declaration on a Mobility Partnership between the European Union and the Republic of Moldova was signed on 5 June 2008.

Moldova’s Partners within the MP are: European Commission, FRONTEX, European Training Foundation and 16 EU Member States: Bulgaria, Czech Republic, Cyprus, France, Germany, Greece, Italy, Lithuania, Poland, Portugal, Romania, Slovakia, Slovenia, Sweden, Hungary and Latvia.

The sources of financing for the EU - Moldova Mobility Partnership are: Mobility Partnership Facility, the European Neighbourhood and Partnership Instrument, bilateral financial assistance from the EU member states and national sources. The MP, as a tool of the EU Global Approach to Migration and Mobility is based on following main pillars: migration and development, promoting legal migration, fighting illegal migration as well as targets the issues of international protection, the fourth pillar of the new GAMM.

The coordination, monitoring and implementing mechanism of the MP are: the High Level Meetings of the MP; Local Cooperation Platform (the local monitoring mechanism); Extended Local Cooperation Platform (coordination mechanism with non-signatory partners); The National Monitoring Committee (is the body in charge for the monitoring of the MP on the country level and consists of the contact persons from all national implementing institutions: Ministry of Foreign Affairs and European Integration; Ministry of Labour, Family and Social Protection; Ministry of Economy; Ministry of Education; Ministry of Health; Ministry of Informational Technologies and Communication; Ministry of Internal Affairs (Bureau for Migration and Asylum and Border Police Department); State Chancellery.

Since January 2010 the Ministry of Labour, Social Protection and Family of the Republic of Moldova chairs the Committee.

The Scoreboard is a monitoring tool which contains information on the initiatives, responsible partners, contact points, indicators for evaluation, implementing period of the initiatives, their funding source and other important information. It is invaluable as a tracking method for the evolution of the MP. As a synthesis tool, which by means of grouping and systematizing, presents the activities and allows for the reflection of the ongoing, completed and planned initiatives/projects under the EU-Moldova Mobility Partnership.

The Scoreboard is an open database allowing for updates, which has a user authentication system and permits to add new registrations and edit the existing ones. It permits to generate reports and proceeds requests, enclosing modules for searching and printing available to registered users and administrators. The system notifies about all changes in records, displays them to users and it can be accessed online anytime and from anywhere using just a web browser requiring limited computer knowledge of the users.
