Objectives
Border control. 1. Strengthening the institutional capacities of the Moldovan institutions dealing with migration aspects

Indicators/Outcomes
Evaluation of Moldovan border management through a „fact-finding-mission“
1) No shortcomings were apparent with regard to the quality of passport controls at the Chisi-nau international airport or at the checkpoints visited along the border between MO and RO.
2) There is potential to improve surveillance of unofficial border crossing points (‘green border’). Moldova’s Border Guard Service (MBGS) does not concentrate on preventing unlawful entry into Romania from Moldova.
3) MBGS is currently responsible only for checking passports at border checkpoints and monitoring unofficial border crossing points up to 10 km inside the border. Due to a lack of law enforcement authority, case handling is limited to compiling re-ports on persons intercepted and handed over.
4) MBGS would like to develop a service into a border police force in line with Western European standards and with law en-forcement powers. MGBS is hoping for EU support in particular:

o financial support for renovating facilities;
o financial support for acquiring border surveillance technology;
o financial support for hiring border guard staff on the basis of contracts;
o advice/support for modernizing the organizational structure;
o advice with regard to necessary legislative amendments.

5) In order to carry out the desired process of development, Moldova will need the political will to make structural changes in the state security apparatus, which in turn requires creating and amending laws.
