Development of the Moldovan labour market

Objectives
A. Horizontal support. 1. Optimizing the labour market of the Republic of Moldova, promoting student and professional exchanges and improving the economic conditions for returning migrants

Indicators/Outcomes
Focus on incentives regarding local job opportunities for MO citizens, notably the young, and to improve labour market matching.

National VET programme
• VET strategy approved by MoE in 2008;
• VET rethinking national programme for 2010- 2011 based on the strategy developed in autumn 2009 and submitted to MoE;
• Capacities of VET department of MoE strengthened through strategy process;
2 study visits carried out to Romania (2006) on policy development in social dialogue and Sweden (2008) on VET development policies
• Republican Centre for VET Development established 2008, functioning from 2009;

National Centre for Training of Trainers
• Regulation for RCVETD approved by MoE 1st December 2009;
• The objectives of the centre goes beyond those of the expected results and will add value to the results;
• Capacity building of centre staff during 2009;
• New modular curriculum for plasterer approved for piloting during 2009, dissemination nationwide being planned at the beginning of 2010;
• Around 25 teachers trained in new curricula and teaching methods for implementing modular curriculum;
• Draft curricula for cooks and welders, developed by the project, reviewed by construction sector committees and employers;
• Pilot curricula for cooks and welders submitted to MoE and approved for piloting in 2010-2011 under RCVETD.
• Web site for RCVETD developed and launched in October 2009;
• Developed curricula materials published on website and accessible for all VET schools in Moldova
• Pilot institutions: VET schools no.7 and no.9, VET school in Floresti, VET lyceum no.2, Cooperatist Collegium, UTM, IES;
• Donation of equipment to RCVETD: 406,175 lei;
• Donation of equipment to pilot institutions for implementation of new modular curricula: 78,628 lei;
No. of training seminars and workshops: 15

Labour Market Information System
• 5 pilot VET institutions trained in how to seek and analyse LMI to help ensuring the VET courses are according to LM demand;
• System for carrying out SNA on regular basis to update VET courses according to the labour market demand implemented;
• Manuals, guidelines and questionnaires developed for carrying out LM analysis and skill needs analyses
• Web site for RCVETD is being developed and launched end of October 2009;
• Databases developed for monitoring graduates after leaving school, for interviewing employers, for skill needs analysis have been transferred to RCVETD.
