Strengthening the operational capacities of BPD for a more efficient communication in the area of management of irregular migration

Geographic scope
To reinforce the operational capacity of the Government of Moldova, especially the Border Police Department (BPD) of the Ministry of Internal Affairs (MIA), in communicating more effectively with the public, in particular civil society, on irregular migration.

Objectives
To enhance the understanding, knowledge and expertise of the Moldovan authorities in raising public awareness on irregular migration with a view to contributing to a healthy interaction between Government and citizens.
To support the Moldovan authorities in their communication-related activities with Moldovan citizens and civil society using innovative communications channels and media.
To strengthen the efforts on media engagement and the growing media coverage on the initiatives and achievements of the BPD.

Indicators/Outcomes
Promoted exchange of practice, experience and expertise through the peer-to-peer approach.
Improved capacities of the Moldovan authorities to communicate effectively with the general public in addressing migration and irregular migration.
Improved understanding of communication tools and channels used for raising public awareness on irregular migration risks at the State border.
Communication training toolkit is elaborated by the Moldovan authorities and shared with BPD communicators.
Media engagement plan is developed, and selected specialists are trained in interview techniques.

Main activities
Activity 1: Consultative bilateral meetings and introductory knowledge exchange seminar on better communication to the general public and civil society on irregular migration.
Activity 2: In-depth communications skills training and initial drafting session of the communications training toolkit.
Activity 3: Study visit to a selected EU Member State.
Activity 4: Remote support for developing the communication training toolkit.
Activity 5: Presentation of the communication training toolkit and workshop on media engagement and preparation for interviews.
